Remove always-false/true conditions based on OSVERSION 500000

- Assign maintainership to original submitter (the e-mail address is now
  working).

- Add wrapper script to respect PREFIX at runtime.
- Use IA32_BINARY_PORT instead of ONLY_FOR_ARCHS.
- Bump PORTREVISION.
