Use ${ECHO_CMD} instead of ${ECHO} where you mean the echo command;   the ECHO
macro is set to "echo" by default, but it is set to "true" if   make(1) is
invoked with the -s option while ECHO_CMD is always set to   the echo command.  
 

Use '::' as an dependency operator for pre-everything target. This is   needed
because of the special nature of the pre-everything target.    

Make sure change in patching "builds" correctly on more recent systems.    

Update to tcsh-6.11.

Fix the temporary file creation problem with <<    

Rename PLIST.nobuild to pkg-plist.nobuild.    

Eliminate WRKSRC=${WRKDIR}/${PKGNAME} lines, as these will break when  
PORTREVISION or PORTEPOCH are defined.    

Correct OSVERSION, which I raised for testing but forgot to   set correctly
after that.    

Update to patchlevel 3.    

- Update to verison 6.09.01   - Create symlink for /bin/tcsh (instead of
installing full package)     for -current/-stable (requested by obrien)    

Push the FreeBSD version check down to 400021 for tcsh in base system.
