sysutils/intel-qcu: Update to 2.30.23.0

- Update PORTVERSION and distinfo
- Add NO_WRKSUBDIR due to change in zip package

sysutils/intel-qcu Update to 2.30.16.8

*    Updated PORTVERSION. The version schema was changed but PORTEPOCH is not
required.
*    Added DISTNAME due to the changes of the distfile hosting
*    License is now only provided in PDF format
*    Removed USES=dos2unix as ther's no plain-text license anymore
*    Moved ONLY_FOR_ARCHS* up to make portlint happy
*    Add NO_ARCH* as this is a binary distribution
*    Unbreak on 11+, no coredumps anymore
*    Re-generate distinfo

Add QSFP+ Configuration Utility port

Known bugs:
The tool doesn't work (coredumps) on latest 11-CURRENT, no harm done to
the hardware. There's a work going on to fix that issue
