At the moment 1385 ports use BUILD_DEPENDS= ${RUN_DEPENDS} and 450
ports use BUILD_DEPENDS:= ${RUN_DEPENDS}. This patch fixes ports that are
currently broken. This is a temporary measure until we organically stop using
:= or someone(s) spend a lot of time changing all the ports over.

Explicit duplication > := > = and this just moves ports one step to the left

Set USE_PERL5/WANT_PERL as appropriate, for ports that either depend on
perl unconditonally, or conditionally. To be able to conditionalize the
inclusion of bsd.perl.mk, they now need to be defined before the inclusion
of bsd.port.pre.mk.

1.510 sysutils/Makefile
1.1 sysutils/jps/Makefile
1.1 sysutils/jps/distinfo
1.1 sysutils/jps/pkg-descr
Add jps, a perl wrapper to "ps(1)" that gets its output and maps pids to jails.

The wrapper takes all "ps(1)" options and passed then to the "ps(1)" if some
specified. When no options specified the wrapper uses default options.

No additional software or tools like "jailer(8)" needed.
