Add comments about version sync requirement, and strengthen
deskutils/gucharmap BUILD_DEPENDS version specifier.

(pending better solution)

deskutils/gucharmap breaks because it requires 15.0.0 and refuses to
build with 15.1.0.

This in turn breaks x11/mate-applets.

textproc/UCD: fix fetch

- Only use HTTPS
- Instead of creating a new directory for each release use a subdir
- Grab license file from Unicode Han Database (Unihan) as they share the
  same and are both part of Unicode.
