In order to build many docs, including but not limited to gnome-related
things, the OPTIONS _FO, _HTML, _MANPAGES, and _XHTML are not really
optional. Documentation builds for various ports will fail due to
missing files. Remove these options, and update Makefile and plist
accordingly.

While I'm here sort the plist in the traditional way (optional elements
sorted in line with the non-optional ones, portdocs listed last) and
remove the MD5 from the distinfo file.

Update to 1.75.1

Fix the PLIST_SUBs for @comment's so that plist creation will succeed

- Modularize. User can choose between the selected
  modules via OPTIONS.
- Depend on the textproc/docbook meta-port. The user
  isn't forced to use DocBook 4.2 or SDocBook 1.1 any
  more, she can install the stylesheets with any
  desired DocBook version.
- Use SUB_LIST to post-edit the installation scripts.
- Bump PORTREVISION

Switch on USE_BZIP2 as the bz2 distfile is significantly smaller than the
gz distfile.  Also fix a plist mixup which would result in a slew of

I seem to have misunderstood the semantics of %%DOCSDIR%%.  Fix the
NOPORTDOCS case.

Fix a number of style issues, most of which were pointed out by portlint
(which I see has grown much smarter lately - thanks!)
