Fix fetch by hacking DISTNAME to compensate for overly agressive s/1.3/13/ .
Since the port is expiring, this doesn't matter much.

- Remove unneeded dependencies which is in perl-5.8.9 dist from ports
  maintained by (perl|ports|kuriyama)@FreeBSD.org.

  ExtUtils::MakeMaker, ExtUtils::ParseXS, File::Temp, Getopt::Long,
  Encode, Digest, Pod::Parser, File::Spec.

- Turn over a bunch of p5- ports that change infrequently to perl@
  so more people can look at them.

- Mark most of my ports MAKE_JOBS_SAFE=yes

Tested by: several builds in P6 TB

Claim maintainer for some unmainted apache/perl related ports that are *slow*
changing

- Take advantage of CPAN macro from bsd.sites.mk, change
${MASTER_SITE_PERL_CPAN} to CPAN.
