Unbreak port on stable. Apxs was hardcoded in the Makefile.

Change LOCALBASE to PREFIX, and set -rpath, so the module can be installed
into PREFIX without setting LD_LIBRARY_PATH.

Another version of mod_auth_mysql which works ok with more than one
Database too.
