mod_curb is an "volume" limiter apache module. It works on a per-server
basis. It can't be used with virtualhosts.

Force commit to note that those ports has also been SHA256'ified

- Fix a condition in bsd.apache.mk
- all apache 1.3 only modules maintained by apache@ are now bsd.apache.mk
  compliant

- Fix future INDEX build failure
