Change the way Perl modules are installed, update the default Perl to 5.18.
Before, we had:
site_perl : lib/perl5/site_perl/5.18
site_perl/perl_arch : lib/perl5/site_perl/5.18/mach
perl_man3 : lib/perl5/5.18/man/man3
Now we have:
site_perl : lib/perl5/site_perl
site_arch : lib/perl5/site_perl/mach/5.18
perl_man3 : lib/perl5/site_perl/man/man3
Modules without any .so will be installed at the same place regardless of the(Only the first 15 lines of the commit message are shown above )

- we are still prefer cpan over metacpan as WWW.
- don't need to hardcode version number and author (0.6), since after few new
releases it will point to outdated release or on wrong cpan maintainer.

Add new port www/p5-Dancer-Plugin-Lexicon

Dancer::Plugin::Lexicon uses Locale::Maketext::Lexicon to provide I18N
functionality to your Dancer application.
Translations are stored in PO or MO (compiled PO) gettext files in the
"languages/" dir. You can generate or update your PO files by
automatically extracting translatable strings from your code and
templates with xgettext.pl.
The user's preferred language can be auto-detected from their browser
settings, and the current language is automatically stored in the user's
session. Including "lang=$lang_tag" in the query string change the
