Update to 4.2.7

       - USES_PGSQL -> USES+= pgsql
       - Now that the problems with UTF8 in the	DB have	been solved, switch
         back to depending on p5-DBD-Pg	rather than p5-DBD-Pg32

Note: this update required DB schema changes to be applied.  Please
follow the instructions in pkg-message.

Note on perl-5.20 support -- CGI.pm is being deprecated in perl CORE,
which may generate warnings.  Ultimately it will need to switch to a
separate p5-CGI port.  Recommended to stick with perl-5.18 or earier
on production systems for the time being.

Correct error in plist -- reset to group wheel specifically rather
than the default, as otherwise this can sometimes result in files
being installed with the group ownership of the user running the
installation.

Due to a denial-of-service vulnerability in www/rt42 versions 4.2.0 --
4.2.2 inclusive, require at least version 0.03 of
mail/p5-Email-Address-List.

It's this port which is vulnerable, but the essential fix is to update
p5-Email-Address-List.

   * Fix up botched PGSQL dependencies
