Remove USE_REINPLACE from categories starting with W

I haven't used SVGAlib in a long while.

Fix packing list by removing the autogeneration and using a real pkg-plist.
Rescue the port from death row (it was supposed to be removed nearly 4
months ago, and has been BROKEN for over 8 months).

Set an expiry date of 2004-08-20 for these BROKEN/IGNORE/FORBIDDEN
ports.  They will be removed on or after that date if they are still
broken and no fix has been submitted to GNATS.

Note problem with packing list.

Use ${ECHO_CMD} instead of ${ECHO} where you mean the echo command;   the ECHO
macro is set to "echo" by default, but it is set to "true" if   make(1) is
invoked with the -s option while ECHO_CMD is always set to   the echo command.
