switch to LIB_DEPENDS where possible to prevent build errors because of old
versions of xfce4 ports still installed

move MASTER_SITES_XFCE to bsd.sites.mk

Import xfce 4.4

- remove all obsolete ports or plugins
- update all plugins to their latest version to support xfce 4.4
  (otherwise they won't compile with 4.4)
