Although I was going to try to avoid it, it turns out that it is
impossble to have merely "server.conf" and "client.conf" control
everything on a head node. Some pieces must be refactored into
"common.conf".

Generalize the packge building scripts to be able to be run on more than
one 'head' node, rather than just pointyhat itself.
Constants are factored out into installation-specific files known as
portbuild/conf/server.conf and portbuild/conf/client.conf. There is
only one server.conf file. Individual <arch> directories may have
their own client.conf files, or may symlink to ../conf/client.conf.
This first set of files only gets the *.conf files and some cleanup.

When a port build fails, create a symlink to the error log under
${arch}/${branch}/latest/${portdir}. We will use this in the
processfail script, so that the "new package build errors" webpages do
not have out-of-date links but instead link to the most recent copy of
the build error.

These scripts are run when a build completes (successfully or not). They
keep track of the number of times a port has failed to build, resetting
the counter when it builds successfully. There are still some bugs to be
worked out, but this will be used as the basis for maintainer notification
of port failures.
