Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

audio/rubberband: Update to 1.9.1

Changes in Rubber Band v1.9.1

 * Switch build system from Makefiles and Visual Studio project to
Meson/Ninja for all platforms. There are still Makefiles and VS
projects included in otherbuilds/ for those who wish to use them to
   build the static library directly

 * Make various fixes to improve sound quality when pitch-shifting
   dynamically in real-time (requires libsamplerate)

 * Fix floating-point exception when a very very long stretch factor
   is presented

Replace USES=libtool:oldver with USES=libtool or USES=libtool:keepla in
the 32 ports that still use it. Bump PORTREVISION on their dependent
ports except the ones that depend on these:

audio/libogg
audio/libvorbis
devel/pcre
ftp/curl
graphics/jpeg
graphics/libart_lgpl
graphics/tiff
textproc/expat2
textproc/libxslt

In these cases the same trick as in the recent gettext update is used.

and pitch-shifting. It permits you to change the tempo and pitch of an audio
