Update binutils to 2.33.1

While here, convert binutils into flavors, that ease a lot maintenance
and helps cleaning out the code.

This is inspired by the same work on going on the xtoolchained gcc by jhb@

devel/arduino-tools: Use gcc-arm-embedded symlink

r459944 added a ${LOCALBASE}/gcc-arm-embedded symlink that
devel/arduino-tools may use instead of the fully versioned path. Switch
devel/arduino-tools over to using that rather than being closely tied to the
installed version of devel/gcc-arm-embedded.

arduino-tools is mostly a meta-port to ensure installation of the tools
required by Arduino 1.6. It does some installation to properly structure
the arduino/tools-builder/ structure in such a way that we may use
all of the tools available from ports while not requiring modifications
to devel/arduino-builder to auto-detect the tools.
