devel/llvm-devel: Update to new snapshot

Improve lit install adding the contents of the llvm directory and
patching builtin_commands.

Update to a new snapshot (now on the 13.0.0 line).

Disable LLDB docs due to build issues.

Reduce dependencies in core LLVM and Clang bits.
