Helper for 'local' libs versions

This is an object which provide the functionality to create a
local::lib 'helper' script in either the currently loaded local::lib
environment or in a target directory of choice. i
By default the script is called localenv and can be used to invoke
a command under the local::lib which it was built against.
For example, assume you build a local::lib like so:

  cpanm --local-lib ~/mylib App::local::lib::helper

Remove all := from BUILD_DEPENDS, here are never needed.

While there, cleanup, and sort depends.

When build and run dependencies are the same, there are three ways to
avoid duplicating the list while not adding the framework added
BUILD_DEPENDS to the RUN_DEPENDS.  In order of preference, they are:

1) use RUN_DEPENDS to set BUILD_DEPENDS:

BUILD_DEPENDS=	${RUN_DEPENDS}
RUN_DEPENDS=	foo:bar/baz

2) create another variable and use it:

MY_DEPENDS= foo:bar/baz
BUILD_DEPENDS=	${MY_DEPENDS}
RUN_DEPENDS=	${MY_DEPENDS}

3) use BUILD_DEPENDS to set RUN_DEPENDS and force evaluation:

BUILD_DEPENDS=	foo:bar/baz
RUN_DEPENDS:=	${BUILD_DEPENDS}

Make it so that the default Perl is always called perl5.

- Move Perl's man1 files along with its man3 files.
- Move where Perl installs its modules man1 pages.
- Convert the ports installing man1 pages.
- Make different Perl versions installable at the same time.
  Though you should note that only the default version can be used to
  install Perl modules, and the non default Perl versions cannot use the
  modules installed via ports if they contain .so as they are installed
  in a version specific directory.
