Why was the website so slow for so long?

The cause of the slowdown was a change to the ZFS dataset. In conjunction with the database server, very little caching was being done. This combination resulted in increased disk I/O as the system churned through the database. Details in the blog post which outlines the various things which changed. Many graphs.

    Affects: */py*
    Author: mat@FreeBSD.org
    Reason:
Ports using Python via USES=python are now flavored. All the py3-* ports
have been removed and folded into their py-* master ports.

People using Poudriere 3.2+ and binary packages do not have to do anything.

For other people, to build the Python 3.6 version of, for example,
      databases/py-gdbm, you need to run:

        # make FLAVOR=py36 install

Switch all pypi.python.org WWWs to a new PyPi home pypi.org where
they now redirect to anyway. All new urls checked to return 200,
I've fixed a couple of them in the process.

Add py-backports.csv 1.0.5

The API of the csv module in Python 2 is drastically different from the csv
module in Python 3. This is due, for the most part, to the difference between
str in Python 2 and Python 3.

The semantics of Python 3's version are more useful because they support unicode
natively, while Python 2's csv does not.
