Make these slave ports of their linux_dist-stage[123] cousins. This
does not change the functionality of these ports but moves the logic
to the master ports.

- Unbreak (The plist generation completely works for me with a clean
  installation, extra files can be generated later, during the use, as I
  experienced with linux_base-fc3, but the port isn't broken.  Or if the
  port should handle this case, linux_base-fc3 is broken as well)
- Upgrade to 2006.0
- Add linux_base-fc3* as a conflicting package
- Take maintainership
- portlint cleanup and style fixes

1. Unbreak port due to incorrect packing list, using NO_FILTER_SHLIBS
2. Unbreak port due to distfiles not fetchable on both i386 and alpha
3. Unbreak port on 5.3-RELEASE and 6-CURRENT for using bsdtar
   unsupported flag (-S)
4. doesn't unnecessaryly rebuild things for 'make reinstall'
5. cleans up pkg_delete errors due to incorrect PLIST @dirrm ordering
6. cleans up pkg_delete errors due to trying to rm ${PREFIX}/etc

Thus 7. un-deprecates as portmgr's requirements met to keep port alive
