Update new python-devel port to 2.3.b2.

This update introduces two new knobs to _disable_ somewhat
experimental options:
 BUILD_STATIC=yes       Unless this option is specified,
                        the port will build python as shared
                        binary.
 WITH_UCS2=yes          Unless this option is specified,
                        Py_UNICODE type will charge 4 bytes
                        per character (as we do for wchar_t)
