Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Update to 3.17.3

Changelog:
* Add support for TLS Server Name Indication (SNI). This enables the
sending of your hostname, if available, to the server so that it
can select the appropriate certificate for your domain. This is
useful for servers which host multiple domains on the same IP
  address.
This is a hidden Account preference, 'use_tls_sni', and is enabled
  by default.

* SSL/TLS certificate manager: The Delete key will now delete the
  selected certificate.

* Window sizes are now remembered for the 'Apply tags' and SSL/TLS

This plugin enables the scanning of incoming mail received from a POP, IMAP,
or LOCAL account using Bogofilter. It can optionally delete mail identified
as spam or save it to a designated folder. Bogofilter is a pure Bayesian
filter, therefore it has better speed performance than SpamAssassin but might
catch less spam.
