Farewell qmail. You were good but the lack of an upstream maintainer or
ecosystem maintainers makes this not a viable mail system today. Personally
I am moving to postfix and have so far found it incredibly easy to setup and
already prefer it over qmail.

Remove RESTRICTED. This code is now in public domain.

Citing http://cr.yp.to/distributors.html:

"""
2011.02.05: I hereby place the mess822 package (in particular,
mess822-0.58.tar.gz,
with MD5 checksum 8ce4c29c994a70dcaa30140601213dbe) into the public domain.
The package is no longer copyrighted.
"""

Turn qmail into build dependency too, because it fails to build w/o it.
