where no distfiles can be found and are not used by maintained ports

Split the postgresql ports into a server and a client part.

All ports depending on postgresql shall use the USE_PGSQL=yes knob
defined in Mk/bsd.ports.mk. Bumping portrevisions where needed.

Add teapop-devel port, developement version of teapop POP3 server.

Teapop is yet another RFC1939 compliant POP3 server.  It includes
flexible virtual domain support that distinguishes it from all other
POP3 servers.
