math/py-networkx1: Deprecate port
* The port was repo-copied from math/py-networkx to retain compatibility
with Python 2.7. Deprecate and set an expiration as it's no longer the
case and the port has no consumers left.

Bump PORTREVISION for ports depending on the canonical version of GCC
as defined in Mk/bsd.default-versions.mk which has moved from GCC 8.3
to GCC 9.1 under most circumstances now after revision 507371.
This includes ports
- with USE_GCC=yes or USE_GCC=any,
- with USES=fortran,
- using Mk/bsd.octave.mk which in turn features USES=fortran, and
- with USES=compiler specifying openmp, nestedfct, c11, c++0x, c++11-lang,
c++11-lib, c++14-lang, c++17-lang, or gcc-c++11-lib
plus, everything INDEX-11 shows with a dependency on lang/gcc9 now.

- Copy math/py-networkx to math/py-networkx1 and applies modifications to
backport it to the latest version of the 1.x branch -> 1.11
- Adds CONFLICTS_INSTALL to math/py-networkx (no bump of PORTVERSION) and
math/py-networkx1
- math/py-networkx1 is required by the package devel/py-taskflow that is not
compatible with math/py-network
