Enhance USES=uniquefiles to be more generic.
This allows to have more complex renaming schemes. Until now, it could
only add a prefix or a suffix, but this was not working at all for man
pages, because it would give man/man1/pyfoo.1.gz-2.7 or
man/man1/pyfoo-1-2.7.gz. With this change, a man page will be correctly
renamed to man/man1/pyfoo-2.7.1.gz.
Unfix ports that were already handling man pages.

- I added -fPIC to compile_switch to work around build of fftpack in scipy
on amd64.
A better fix would be to set pic_flags instead, and have scipy build a
shared object for dfftpack instead a static archive, but I didn't figure
out how. [1]

The fundamental package needed for scientific computing with Python is
called NumPy. This package contains:
* a powerful N-dimensional array object
* sophisticated (broadcasting) functions
* basic linear algebra functions
* basic Fourier transforms
* sophisticated random number capabilities
* tools for integrating Fortran code.
NumPy derives from the old Numeric code base and can be used as a
replacement for Numeric. It also adds the features introduced by numarray
and can also be used to replace numarray.
Note: Development for Numeric has ceased, and users should transisition to
NumPy as quickly as possible.
