math/rkward: remove dependency on WebKit
- it was only a fallback for when WebEngine is not found at buildtime
Qt5Webkit will be removed at the end of the year.

www/qt5-webkit: mark for deletion
Qt upstream switched to QtWebEngine quite a while ago, and the maintenance
of QtWebKit was carried out by a separate person.
Unfortunately, no release or updates have been pushed in the recent
years.
Note: there is a fork [1] of the used fork [2], that might be viable for
people that
really still need to rely on Qt5Webkit.

Mk/Uses: always use colon for build/run suffix
Most USES use a colon for build/run(/test) suffixes. Change kde.mk,

Add WWW entries to port Makefiles
It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.
Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.
There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.
This commit implements such a proposal and moves one of the WWW: entries
of each pkg-descr file into the respective port's Makefile. A heuristic
attempts to identify the most relevant URL in case there is more than
one WWW: entry in some pkg-descr file. URLs that are not moved into the
Makefile are prefixed with "See also:" instead of "WWW:" in the pkg-descr
files in order to preserve them.
There are 1256 ports that had no WWW: entries in pkg-descr files. These
ports will not be touched in this commit.
The portlint port has been adjusted to expect a WWW entry in each port
Makefile, and to flag any remaining "WWW:" lines in pkg-descr files as
deprecated.

math/rkward-kde: rename to math/rkward
RKWard is the canonical name, there is no more reason to suffix it with KDE.
Also remove the regression-test target: the regular test target is
sufficient, and add some more libraries for the recommended option.

- update to 2.13.0
- switch to the bundled Rblas and Rlapack by default (this
can be changed by setting BLAS and LAPACK) which favors
correctness in some corner cases over a slight performance
penalty; this will be revisited after the blas and lapack
updates
- replace the STATIC_LIBR option with a LIBR option (on
by default): if on, libR.a and libR.so are installed,
and R is linked to libR.so. Otherwise, R is static, and
no libRs are installed.
- remove the superfluous copy of libR.so in ${LOCALBASE}/lib [1]
