Why was the website so slow for so long?

The cause of the slowdown was a change to the ZFS dataset. In conjunction with the database server, very little caching was being done. This combination resulted in increased disk I/O as the system churned through the database. Details in the blog post which outlines the various things which changed. Many graphs.

Replace bsd.qt.mk by Uses/qt.mk and Uses/qt-dist.mk

From now on, ports that depend on Qt4 will have to set
	USES=		qt:4
	USE_QT=		foo bar
ports depending on Qt5 will use
	USES=		qt:5
	USE_QT=		foo bar

Sync kde.mk a bit with the development repo.

This should ease the import of the new ports for Applications and Plasma
Desktop.
- add some more component handling
- bump KDE_APPLICATIONS_VERSION (no direct consumers exist in the ports tree
atm)
- fix some space/tab errors

Give the KDE SC4 applications ports a -kde4 suffix

In order to make room for the up-to-date version of the KDE Desktop and its
applications move the KDE Application ports based on Qt4.
