Why was the website so slow for so long?

The cause of the slowdown was a change to the ZFS dataset. In conjunction with the database server, very little caching was being done. This combination resulted in increased disk I/O as the system churned through the database. Details in the blog post which outlines the various things which changed. Many graphs.

Make fetchable again.  The distfile was rerolled years ago.

The difference between the old and the new distfiles are a lot of CVS
ids in comments, and the config.in.h being regenerated with a newer
version of autoheader. (Which we do not care about here because we use
autoreconf anyway.)  While there, also put up a copy in
MASTER_SITE_LOCAL.

- Remove expiration, I'll fix it up as best as I can if it breaks.
- General cleanup of the Makefile
- Fix of a manpage symlink (reason for PORTREVISION bump)
- Document what the patches are for. (and regen when needed.)

After reviewing the VTun/VTun github site, the fork of VTUN itself
hasn't had any activity since 2013. Deprecating and expiring VTUN
due to openssl111 was the correct decision howeever adjust the
expriation date as suggested by mat@ to the FreeBSD 11 EOL.

VTUN currently has no upline maintainer and there are no plans
to add openssl111 support.

Deprecate and expire net/vtun. It is no longer maintained by our
upline. Bishop Clark, our upline, in response to my question if he
had any plans to support OpenSSL 1.1.X, his reply was that about
six months ago he asked to hand the project off to anyone who
wanted it. There were no takers.

The VTUN project is dead. It's time to cut it loose.

Upline (Bishop Clark, bishopolis@gmail.com) says that the
configure script was stale and that "aclocal&autoconf" will fix it.
This indeed fixes ./configure not detcting a working fork() and vfork().
He will update the readme in the tarball.

Mass-conversion to the USE_AUTOTOOLS New World Order.  The code present
in bsd.autotools.mk essentially makes this a no-op given that all the
old variables set a USE_AUTOTOOLS_COMPAT variable, which is parsed in
exactly the same way as USE_AUTOTOOLS itself.

Moreover, USE_AUTOTOOLS has already been extensively tested by the GNOME
team -- all GNOME 2.12.x ports use it.

which is in the process of being SGMLized before introduction into the
Porters Handbook.
