- Drop const optimization as v2 API moved to nuspell

print/scribus: Update to version 1.4.7.

Scribus 1.4.7 is almost exclusively a bugfixing and update release
and will be the last iteration of the Scribus 1.4.x line.
All future development efforts will go into the upcoming
new stable version 1.6.x.

textproc/hunspell: update to 1.6.0

- Restore DIST_SUBDIR from r305651
- Adjust license for "or later" clause
- Restore GPLv2+/LGPL21+ license files removed upstream as
  GPLv3+/LGPL3+ only affects Hunspell 2.0 (not currently built)
- Unbreak |make makepatch|
