While it may build on some, no one is likely to develop CHERI software
from a 32-bit platform (maybe with exception of an armv7 SoC on an

- Change the default -march for i386 from i486 to i586.  This avoids
  the need for libatomics and had been the defacto default for some

- Deduce MIPS specific ELF header flags from `emulation`. (mips)

- Fix a variety of assertions and compile/link errors including crashes

Pin the python version to 3.6 to fix builds with 2.7 as the default.

It appears that LLVM recently become more aggressive in finding python 3
installations and strongly prefers them.

No PORTREVISON bump as I expect only previously broken systems to see any
changes.
