Add net/dual-dhclient-daemon port.

This serves the same purpose as net/dual-dhclient, but does it
better: While net/dual-dhclient is a trivial shell script which
launches two dhclients, this is a daemon which
(a) can be signalled by /etc/rc.d/dhclient stop, and
(b) relays that signal to the two "child" dhclient daemons.

This is deliberately not replacing the net/dual-dhclient port
since in the unlikely event that something is broken I don't
want to see pkg automatically upgrading people; but EC2 AMIs
will be making use of this new port and I intend to remove the
old dual-dhclient port at some point.

This adds support for "sessions", aka. creating a remote shell via the Agent.

In order to support this, an "ssm-user" account is created when the package
is installed; we create this via pkg-install rather than the USERS= / UIDs
functionality, since ssm-user needs to be in wheel and needs to have a home
directory.

assertion failure after successfully creating an archive containing a file
which was (allegedly) last modified prior to January 1, 1970.

Upgrading is recommended, as (despite their implausibility) it seems that
a large number of people have files with such modification times.

Build amazon-ssm-agent directly from the port Makefile rather than recursing
into the makefile distributed with the source code.  In particular, this
should fix the build on i386, where it is currently broken due to amd64
being hard-coded as the build architecture.  Numerous other cleanups to the
build. [1]

Change LICENSE and remove subsidiary variables, as Amazon has relicensed
this from the "Amazon" license to Apache 2.0.

Update Amazon SSM Agent to version 2.0.790.0.

This update does not appear to bring any significant functional changes
affecting FreeBSD; but some patches from the ports tree have been merged
upstream so this commit reduces the set of local patches.

This version of the Amazon SSM Agent builds a "ssm-cli" utility.  Since I
have been unable to determine what this utility does, and it seems to be
entirely undocumented, it is not being installed.

hope this port becomes redundant in the future due to the base system
gaining support for IPv6 DHCP.

spiped_pipe_X_flags variables.  Replace USE_OPENSSL with
USES ssl. [1]

While I'm here, clarify the comment about needing C99 but
preferring a compiler with AESNI support; it applies to the
USES compiler:c11 part but not tar:tgz or ssl.
