security/openvpn: fix test suite when ifconfig emits ::1/128 address format

Some systems apparently format output of ifconfig lo0 similar to
"inet6 ::1/128" instead of 12.1's "inet6 ::1 prefixlen 128". This
confuses the test script, so strip the slash and trailing prefixlen
off.

Since that bug affects the build-time test suite and its occurrence
breaks the build, no PORTREVISION bump needed.

In a situation where fetchmail is to be started globally with the
configuration in $LOCALBASE/etc, the rc.d file would try to run
fetchmail for the wrong user.

Simplify script more, avoiding recursive call in single-user mode.

    script will attempt to replace the symlinks by hard links if possible.
    pkg 1.15.4 cannot deal with packaged hard links and will fail.

  * Note that it is unavoidable that these be in /sbin because /usr/local or
    /usr may not be mounted and consequently ext2 file systems could not
    be fsck-ed or mounted from /etc/fstab.

  There will be no port option to avoid /sbin installs for now. We have too
  many options already and the testing effort increases exponentially.

- make sure pkg-message appears on both install and upgrade

- clean up and document/comment pkg-install so that armchair experts
  will not pester me with meaningless change requests

- bugfix/change: logic of mke2fs.conf upgrade handling to present less work for
  users on port/package upgrades

- Misleading false complaints that TLSv1.3 support were missing from the

  fixed in 6.4.12) instead of the actual contents.
  (This was also the reason to skip 6.4.11).

Bump PORTREVISION again due to ilmbase and openexr update

Reason is that graphics/darktable itself had a commit by dumbbell@
(r544820) that also bumped PORTREVISION=2 but that happened before
I'd committed the OpenEXR updates, and the svn update just merged
that change.

So, unfortunately, we need another PORTREVISION update.

databases/db6: sunset (expire) port in half a year's time

Oracle have hidden newer versions behind a registration-only download,
so we cannot even update to 6.2.38.  Oracle haven't responded to an
inquiry to that extent.

Apparently, the port isn't very popular, no port in INDEX-12 depends on it,
users will rather use db5 (perhaps due to the more permissive license),
so deprecate db6.

While here, enable "make test" (requires upstream file missing from
tarball and adaptations as to bash's install path, which add).

This bug shows building the ports directly because pkg-config is often
available, but does not show in poudriere because pkgconf/pkg-config
is not a listed requisite und therefore missing from the build jail.
