Add an option to disable IPv6 support

In jail environment, because fping 4.0 comes
with combined IPv4/IPv6 support, you need to enable
IPv6 for the jail even if you will not use IPv6.

This patch adds an IPV6 option, enabled by default,
but who can be turn off to build fping without IPv6
support and used it inside a jail without IPv6.

Before this patch if nss is installed when crony is built, there's a silent lib
dependency on nss, and if nss is subsequently uninstalled chrony breaks.

NSS is now turned on by default adding support for a number of more modern
hashing algorithms than md5.

 - USES=localbase instead of LDFLAGS

Deprecate this port with an expiration date the 01/01/2018

Dualserver is a badly done piece of software hard to patch and maintain,
offering less features than its competitors (eg. dnsmasq), and suffering
from design flaws. Since upgrading to the latest version is a useless task
I thik we should consider its deprecation.

Please consider to move to dns/dnsmasq.

Fix crash when libcxxrt exceptions been freed by a different language runtime,
and when libcxxrt itself free foreign exceptions.

Unwind API was specifically designed to allow mixed language environments where
exceptions from different runtimes interoperate. One particular example is
C++/LuaJit combination. Due to the issues in libcxxrt, databases/tarantool
crashes
when linked against libcxxrt.

The issue was merged by upstream butat the moment not officially released.
