sysutils/filewatcherd: Update to 1.0-beta3

- Update PORTVERSION and distinfo checksum
- Reset PORTREVISION

This update unbreaks use on FreeBSD versions > 10 and adds man pages
for filewatcherd(8) and and watchtab(5).

filewatcherd is a daemon inspired by cron, that run commands based on file
changes instead of time.

In principle it is similar to incron, but it's simpler, more limited,
and does not depend on anything outside of FreeBSD base.
