www/mod_wsgi: fix Python library linking
Always pass Python's LIBDIR to the linker instead of assuming that Apache's
LIBDIR is also a default linker search path.
Link mod_wsgi only against the shared libpython library. Do not append
Python's LIBS and SYSLIBS, which are intended for linking Python itself
or for static embedding. With NLS-enabled Python, those flags promote
libintl to a direct dependency of mod_wsgi and cause an unnecessary
gettext-runtime dependency.
This results in the intended dependency chain:
mod_wsgi.so -> libpython${PYTHON_VERSION}.so.1.0 -> libintl.so.8
rather than making libintl a direct dependency of mod_wsgi.

- USE_APACHE= s/22+/22/
- adopt new Makefile header
Port build fails on local exp-run with apache24 with
error: 'conn_rec' has no member named 'remote_ip'
or various other apache22 specific functions/parameters
with hat apache@
- The proper acronym for Apache Software License 2 is really AL2

Mk/bsd.apache.mk can not sufficiently alter things before Mk/bsd.options.mk
in Mk/bsd.ports.mk due to ordering in Mk/bsd.port.mk. This causes OPTIONSFILE
to be incorrectly set during some make phases as a result of the recent
PKGNAMEPREFIX for apache ports.
'Revert' some of the PKGNAMEPREFIX changes for apXX-.
- Must be manually requested in tbe port Makefile either by
a) AP_FAST_BUILD=yes
b) PKGNAMEPREFIX=${APACHE_PKGNAMEPREFIX}
- Going forward, we will only do this for ports where WITH_APACHE
is NOT optional, but required. mod_* ports are a good fit.
141 ports are mod_ ports
80 of those use AP_FAST_BUILD and thus are auto hooked by this patch [a].
61 remaining are then patched to mirror the other $lang frameworks [b].

The mod_wsgi adapter is an Apache module that provides a WSGI compliant
interface for hosting Python based web applications within Apache. The
adapter is written completely in C code against the Apache C runtime and
for hosting WSGI applications within Apache has a lower overhead than using
existing WSGI adapters for mod_python or CGI.
