- Add 'tcl' and 'tk' support in SHEBANG_LANG

By default, /usr/bin/tclsh and /usr/bin/wish will be substituted with ${TCLSH}
and ${WISH}, respectively. This only works when USES contains 'tcl' or 'tk'.
