Separate the PNG embedding utility (fixrtf) out of the port, as
it can be used for all languages, not just CJK.

Add zh-docproj, a set of supportive tools to help the build of PDFs
written in far east languages (GB2312, GBK, BIG5, EUCJP, EUCKR and
UTF-8 encodings).
