Add support for DESTDIR part I.

This commit should largele be a NOOP as it only adds support
for DESTDIR undefined. This does allow us to start testing
ports with DESTDIR set, but this is as of yet not supported.

Although this has been extensively tested on pointyhat, this
is a very intrusive change and some cases may have been
overlooked. Please contact Gabor and me if you find any.

BROKEN on amd64: Does not build

Take maintainership;
Use $SQLRELAY_CONFIGURE_ENV variable defined in sqlrelay's Makefile.common
instead of duplicating it's job in slave ports;
Small cleanup.

I forgot to drop maintainership for these along with sqlrelay and
ruby-sqlrelay.  I'll probably try to take care of their breakage
later, though.

Bump PORTREVISION on all ports that depend on gettext to aid with upgrading.

Conditionalise dependencies on databases/p5-DBI: for perl
5.005_03 use databases/p5-DBI-137 as newer versions do not
support the old perl.

Note that for some port, I merely removed the explicit
dependency as they already have implicit dependencies
via other ports.
