devel/cgit: Fix builds in live environment, and add LUA option
- Remove adding of "openssl" directories to git subtree. openssl isn't
necessary here, and the resultant include of "/usr/local/include"
poisions the git tree, causing it to not compile.
- Add option to add the lua / luajit engine to the install.
- Reformat to satisfy portclippy and portfmt.

all: remove explicit versions in USES=python for "3.x+"
The logic in USES=python will automatically convert this to 3.8+ by

Remove WWW entries moved into port Makefiles
Commit b7f05445c00f has added WWW entries to port Makefiles based on
WWW: lines in pkg-descr files.
This commit removes the WWW: lines of moved-over URLs from these
pkg-descr files.
Approved by: portmgr (tcberner)
Add WWW entries to port Makefiles
It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.
Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.
There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Remove redundant DOCS, NLS, EXAMPLES, and IPV6 from OPTIONS_DEFAULT as they
are put there by the framework (see line 200 of Mk/bsd.options.mk), except
for `finance/quantlib' which makes very unorthodoxal usage of port options.
Update included git to 2.11.0 (and bump PORTREVISION for it). Also,
enable verbose build, use OPTIONS helpers, and update the suggested
Apache config block.
Update to cgit 1.1, and update the included git to 2.10.2. While here,
simplify the plist and the pkg-message by assuming that the project
isn't going to change its name. Also, tweak the COMMENT and pkg-descr.
And lastly, take maintainership. Many thanks to Kevin for all his work
in looking after this port for nearly three-and-a-half years!

Add NO_R_TO_GCC_LINKER=1 to MAKE_ARGS, which tells the bundled git to
use -Wl,-rpath=/path/ instead of -R/path/. This occurs when USE_OPENSSL_PORT=yes
is defined in /etc/make.conf, exposed by the changes in r403176.
cgit will link against libcrypto in ${LOCALBASE} if it exists, so
add USE_OPENSSL to acknowledge the dependency.

Bump PORTREVISION, even on the ports that do not have a versioned
