- Unbreak and set USE_TCL to 84, as port does not support 85 and higher

- Change default Tcl/Tk version to 8.5
- Bump PORTVERSION of ports affected

Reset tg due to lack of commits for several months and no response to email.

Bump portrevision due to upgrade of devel/gettext.

The affected ports are the ones with gettext as a run-dependency
according to ports/INDEX-7 (5007 of them) and the ones with USE_GETTEXT
in Makefile (29 of them).

- Welcome X.org 7.2 \o/.
- Set X11BASE to ${LOCALBASE} for recent ${OSVERSION}.
- Bump PORTREVISION for ports intalling files in ${X11BASE}.

Clean up CXXFLAGS. Fix compilation with gcc-4.1.x.

- Use features of bsd.wx.mk, especially USE_WX

Bump PORTREVISION to chase the glib20 shared lib version change.
