- Remove unneeded dependency from gtk12/gtk20 [1]

- Use USE_LDCONFIG instead of INSTALLS_SHLIB
- Remove unneeded USE_GCC 3.4+

Bento fix: change from check of distfile existance in pre-fetch, to
canonical way of testing for distfile already existing. Should only
