Mass-conversion to the USE_AUTOTOOLS New World Order.  The code present
in bsd.autotools.mk essentially makes this a no-op given that all the
old variables set a USE_AUTOTOOLS_COMPAT variable, which is parsed in
exactly the same way as USE_AUTOTOOLS itself.

Moreover, USE_AUTOTOOLS has already been extensively tested by the GNOME
team -- all GNOME 2.12.x ports use it.

Replace explicit build dependency on gmake with USE_GMAKE knob    

Replace last remnants of "nonexistent", "/nonexistent" etc. with  
${NONEXISTENT} as per bsd.port.mk    

Modified for changing from ${LOCALBASE}/include/wnn to  
${LOCALBASE}/include/wnn6/wnn.    

While PACKAGE_BUILDING we need autoconf around so that we can configure   the
emacs20-dl port.    

Sync with emacs-20.7 update.
