BROKEN: Incomplete pkg-plist

Follow the change of lisp directory for bitmap-mule.    

Use japanese/lookup (for emacs21, repocopied from japanese/lookup-mule)   as
master port of ja-lookup-* variants.    

Update to version 1.3    We need to byte-compile the elisps to show logo when
lookup starts up.    So I make these elisps byte-compiled.
