Chase shared library version bump of databases/namazu2.

Before bsd.port.pre.mk, set either USE_PERL5 or WANT_PERL, depending on
whether the perl dependency is unconditional or conditional.  This will
be needed for the conditional inclusion of bsd.perl.mk.

- Always depends on japanese/p5-MeCab since mknmz command requires MeCab perl
  module by default. (Default setting was changed by the previous commit to
  databases/namazu2 by nork.)
- Remove WITH_MECAB knob and add WITH_KAKASI knob.
- Bump PORTREVISION.

Upgrade to 2.0.16.

Security:       Fixes directory travarsal problem (especially serious in Windows
environment)

With portmgr hat on, reset maintainership of knu's ports since he has
been inactive more than 6 months.  We hope to see him back sometime.
