Use the data from the FTP server instead of the HTTP server. The HTTP
server now provides XML by default and text if requested, however, the text
is no longer in the format that rfc expects. This fixes the functionality
of the -p option.

Change URL that downloads the RFC index from http://ftp.isi.edu/in-notes to
http://www.ietf.org/rfc since to former URL is no longer valid.
Update the message that the index is about 400KB to 1024KB; it has grown
over the years.
Change maintainer to my @FreeBSD.org address.
