Update three ports I maintain.

- net/uriparser 0.7.1 -> 0.7.2
- multimedia/libspiff 0.8.3 -> 1.0.0
- audio/herrie 2.1 -> 2.2

I'm updating these ports in a single commit, because herrie 2.2 requires
these up-to-date versions to compile properly.

- A new version of libSpiff has been released. This release includes a C
  interface, next to the existing C++ bits. libSpiff now installs a shared
