Remove BROKEN now that the master port has been fixed.

- Mark IGNORE since it does not work with latest IRSSI.

- Register conflicts on other silc ports (except silc-server), they all
  install libsilcclient.

- Chase net/silc-client update

- Update to 1.1.5

Chase update in net/silc-client which turns on perl support.

Noticed by: Pav and Erwin

Stop net/silc-irssi-plugin from installing an unnecessary symlink which
causes duplicate /me messages to appear.

Bump PORTREVISION of net/silc-irssi-plugin because of this.

Bump portrevision due to upgrade of devel/gettext.

The affected ports are the ones with gettext as a run-dependency
according to ports/INDEX-7 (5007 of them) and the ones with USE_GETTEXT
in Makefile (29 of them).
