Nickleby is a minimal window manager.  It has no menus, toolbars, nor
icons, and it adds no window decoration to client windows other than two
title bars, one at the top of windows, and one at the bottom of windows.

- X11BASE is going away. Hack the last few ports that depend on X11BASE to not
rely on it being set globally.

So standardize on that, and move them to the end of the file when necessary.

Also fix some more whitespace, and remove more "signature tags" of varying
forms, like -- name, etc.

Nickleby is a window manager for those of us who live our lives inside
xterms.  It has no menus and creates minimal window decoration.  Nickleby
is intended for use with monitors large enough, with enough resolution, the
user has no need for virtual desktops.
