cad/ngspice_rework: update to v41
The current version's distfiles have dropped off sourceforge, so let's
take this time to update. While we're here, upstream has since removed
the sbrk usage, so we can successfully build on aarch64 again.
Reverse dependencies PORTREVISION bumped to play it safe, because it's
not clear to me that the ABI really didn't change.

bsd.sites.mk: Update all ports using USE_GITLAB
Replace GL_COMMIT by GL_TAGNAME in all ports. The new GL_TAGNAME is
backwards-compatible (accepting any commit hash as before), but also
understands an actual tag name. Moving to tag names where appropriate is
left to individual ports' maintainers.

Add WWW entries to port Makefiles
It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.
Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.
There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.
This commit implements such a proposal and moves one of the WWW: entries
of each pkg-descr file into the respective port's Makefile. A heuristic
attempts to identify the most relevant URL in case there is more than
one WWW: entry in some pkg-descr file. URLs that are not moved into the
Makefile are prefixed with "See also:" instead of "WWW:" in the pkg-descr
files in order to preserve them.
There are 1256 ports that had no WWW: entries in pkg-descr files. These
ports will not be touched in this commit.
The portlint port has been adjusted to expect a WWW entry in each port
Makefile, and to flag any remaining "WWW:" lines in pkg-descr files as
deprecated.

Mostly just typos and assigning PORTREVISION multiple times.
This commit doesn't fix up PORTREVISION between master-slave
ports where the master port often overwrites PORTREVISION from
the slaves which means the slaves don't actually get bumped.
These probably just need PORTREVISION?= but care must be taken
to not decrease the package versions of all the master-slave
packages and to actually bump PORTREVISION as intended. For the
record the currently visible broken master ports are:
databases/libgda5
emulators/virtualbox-ose
emulators/virtualbox-ose-legacy
graphics/atril
multimedia/mlt7
textproc/uim
But all master ports should be looked at here and get an explicit
PORTREVISION?= where it's currently missing to prevent this.

Update the CONFLICTS definitions of ports in the following categories:

An attempt has been made to use generic conflicts patterns that do not
have to be updated whenever a new version of a conflicting port is
added to the ports system.
There is a misunderstanding that the port being built/installed has to
be omitted from the conflicts pattern. This is not true - the port
being built is implicitly non-conflicting due to logic in bsd.port.mk.

Bump PORTREVISIONs for ports depending on the canonical version of GCC and
lang/gcc which have moved from GCC 4.9.4 to GCC 5.4 (at least under some
circumstances such as versions of FreeBSD or platforms).

kicad switched to GIT (still hosted on launchpad) for development.
Try to cope with it since bzr doesn't work any longer:
- For distfile building, checkout first, than get last commit date...
- Use the timestamp of the last commit as revision number.
- Update to r20160910202359 (commit 7ad2f37391e3e0debb7b96cd7164961d118f44c1)
- Some functions now seem to need/emit SSE instructions which seems not to be
enabled on i386 by default so add -msse switch

Most commonly used build systems support silent builds, when they
hide actual commands executed and only show short summary line (like
"CC foo.c"). CMake and ninja enable this by default, some autotools
using ports do as well. This is unacceptable because we need complete
build logs at any time, so we now switch to verbose build logs
unconditionally. Note that this change deliberately affects ALL
builds and not only package builds on cluster, because we need to
be sure that user experiencing failure can always provide informative
build log regardless of settings and without rerunning the build.
Change summary:
- Always do verbose builds for cmake, ninja and GNU configure (the
latter includes check if --disable-silent-rules is actually supported
by the configure script; there are isolated cases when it's not true)
- Remove CMAKE_VERBOSE, NINJA_VERBOSE and
CONFIGURE_ARGS=--disable-silent-rules from all ports which set them
for this is no longer needed
- Revert hacks for --disable-silent-rules support priorly committed
to biology/ncbi-blast+ and net-p2p/mldonkey - no longer needed as well

cad/kicad-devel: Fix faulty IGNORE message which falsely traps DF
- OSVERSION needs to be coupled with OPSYS
- BROKEN_FreeSBD_9 might have been a more appropriate method
- Marking ignore for GCC is faulty logic, it builds fine on GCC that is
provided with a good math lib
This restores building on DragonFly.

MASTER_SITES cleanup.
- Replace ${MASTER_SITE_FOO} with FOO.
- Merge MASTER_SITE_SUBDIR into MASTER_SITES when possible. (This means 99.9%
of the time.)
- Remove occurrences of MASTER_SITE_LOCAL when no subdirectory was present and
no hint of what it should be was present.
- Fix some logic.
- And generally, make things more simple and easy to understand.
While there, add magic values to the FESTIVAL, GENTOO, GIMP, GNUPG, QT and
SAMBA macros.
Also, replace some EXTRACT_SUFX occurences with USES=tar:*.
